The compressor flow is not factored in this equation.

Then you look at a compressor map. It is not engine specific. When you plug the engine demand into a compressor map, if the turbo flows more than the engine can take in, it becomes compressor surge. If a turbo is too big for the engine, the low and mid rpm range, it will be in compressor surge area. And the turbos wouldn't even have come into the most efficient area.

If what you said is right, why not just slap on a pair of large frame turbos and at 10psi, the VG30 can make 1000hp? That's just not the case. The engine power at any given pressure is limited by its displacement, rpm and VE. Maximum VE is 100%. The flow of the turbo is irrelevant.
